Step-by-step: how can I create a pdf ebook?

I want the pdf ebook to allow users to search and copy text, plus have an outline. How can I do this? Step-by-step directions please. I’ll be scanning some of my books as image pdfs to have them with me on the go. Am I going to need OCR and an ebook software creator for this?
