eBook software for creating children’s picture book that flips open in storybook fashion?

I’m not looking for an html compiler, but a jpeg compiler. The author wants people looking at it to see the finished product open like a story book would. I’m hoping for some recommendations!

I use ebookswriter that’s an editor, you can place text and images.

They don’t flip unless you insert animated or flash images.
But I’ve done very good things without the horrific flipping (sorry I **** this – why to replicate the disadvantages of the paper?
