Rate/Fix/Decide which Yugioh deck is better(Blackwing vs Macro Monarch)?

I am helping out my younger cousin build a competitive yugioh deck. I dont mind since I was once an avid player once upon a time and an occasional collector XD. Basically he cant decide between Blackwing or Macro monarch I will put up the decklists and would appreciate your help. Thank you

well both decks look good
but i would go with the black wings only
because every1 else is going to and it will
only get annoying to play against
the only things i change in your black wing deck
is maybe put in some royal decrees and take some traps out
and add book of moons
and definitely take out lightning vortex and add a heavy storm
or giant trunade because you dont need vortex in this deck
it would be too slow and most of the time people tend to play their
whole hand with this deck in an attempt to OTK so losing one more
card for the cost of lightning would suck
anyway

Blackwing: 5.2/10 Macro Monarch 8.3/10
Go with the Macro Monarch Deck.
If you want your little cousin to do good with it, add a Necroface, Soul Absorbstion, and a Graverobber’s Retribution.
