What’s the best e-book creation software for text only books?

I’ve been looking into this for a client and it’s a little confusing. Some recommend PDF, others an HTML compiler; and then there’s a grab-bag of programs ranging from free to almost $200 that promise everything from flash to videos.
Does anyone have any experience that would help me decide? The original manuscript is in MS Word.
Pedro, if you don’t understand the question, why answer? Is it just to look clever? Well it didn’t work.

i am looking for the best and most compatable e book writing software to self publish my e books on. and something that is easy for me to use. something a book printing company can also use to print them in paperback form too. thanks
