What is a great Ebook creator software?

My wife has a pdf file she would like to turn into an Ebook. Can some one suggest a reasonable software that can do this but will also have different features available to help prevent someone selling there access to someone else. I’m new to this so any info or ideas would be great…..

    I know that Calibre will convert from .pdf to .epub, but I’m not sure how many other features it has.

    u can try Foxonic Std/Pro, a powerful PDF tool.

    3 steps to add password and permission to protect PDF file (disable printing, copying etc.) with Foxonic Standard Edition or Professional Edition:
