I doubt you’ll find free ebooks unless they are no longer under copyright or have been released by the authors for free. Not often done. (ADD: ‘Free ebooks’ made free by working authors, I mean.)
Depends on what you mean by ‘cheap.’ The titles on the home page look inexpensive to me.
Please avoid any site offering free books still under copyright if you want to remain legal, get a full copy, and support favorite authors.
Check any site out you want to; I just urge being alert.
ADD: Checked out the link above. A strange site, to say the least.
Seems money is what they want and first-time authors to give it.

ADD: for the fine availability of tens of thousands of titles not under copyright. Many classics of all sorts and more. Giving a thumbs up for that.
They offer audiobooks & ebook downloads as well as online reading or listening.

If you enjoy older books and classics try Project Gutenberg and do a google search for e-books in general.
If you want cheap versions of recent books the best thing to do is join your local library and get on the waiting list for recent novels .
A reservation fee of a couple of dollars for a book reservation or an inter library loan is a lot cheaper!
If your library isnt part of an inter library loan scheme and has limited new stock complain to whoever funds the library to get more funding for new books!
“Free e-books” may be illegal copies that send no copyright to the author so if the books on offer are recent popular authors check the copies are legit!
